Russia's visa-free policy for Chinese citizens takes effect

Russian President Vladimir Putin signed a decree on Monday permitting Chinese nationals to enter Russia visa-free for tourism or business for up to 30 days, in accordance with the principle of reciprocity.

The decree took effect on the date it was signed, December 1, 2025.

Under the decree, until September 14, 2026, Chinese citizens holding a regular People's Republic of China passport can enter Russia and stay for up to 30 days for purposes including family visits, business trips, tourism, participation in scientific, cultural, socio-political, economic, or sports events, as well as transiting through Russian territory and exiting the country, without needing a visa.

According to the decree, this measure does not apply to Chinese citizens entering Russia for work, study, or residence, nor to those involved in international road transportation as drivers, crew members, freight forwarders, or interpreters accompanying such vehicles.

China announced on September 2 a one-year trial of a 30-day visa-free policy for Russian nationals with ordinary passports, which took effect on September 15. The policy applies to Russian citizens traveling to China for business, tourism, visiting relatives or friends, participating in exchange events, or for transit.
