China will continue to implement a more proactive fiscal policy in 2026, according to the national fiscal work conference held in Beijing on Saturday and Sunday.
The meeting highlighted five key fiscal priorities, including expanding the scale of fiscal spending, optimizing the use of government bond instruments, and improving the efficiency of transfer payments to enhance the fiscal capacity of local governments.
At the same time, the authorities will continue to optimize the spending structure with greater emphasis on key areas while enhancing coordination between fiscal and financial policies to maximize policy effectiveness.

The conference emphasized that expanding domestic demand and fostering the development of a robust domestic market will be the top priority of fiscal work in 2026, underscoring the pivotal role of domestic demand as the main driver of economic growth.
Other major tasks include integrating technological and industrial innovation, promoting regional coordination, strengthening social welfare, advancing green transition, and enhancing international economic cooperation.
