China's measures to strengthen export control on dual-use items to Japan are completely justified, reasonable and lawful, a Chinese Foreign Ministry spokesperson said on Monday.

Spokesperson Mao Ning made the remarks at a regular press conference in response to queries regarding reports that export license reviews for rare earths to Japan, including those for civilian use, have been suspended. Mao said that China's measures, taken in accordance with laws and regulations, are completely justified, reasonable and lawful.

Addressing concerns about the global supply chain, including recent discussions by officials from the Group of Seven (G7) and other nations regarding rare earths, as well as Japanese media reports stating that Japanese companies are encountering difficulties in obtaining supplies of rare earths, Mao affirmed that China's measures are intended to safeguard national security and interests, and to fulfill international obligations such as non-proliferation. China's stance on maintaining the stability and security of global critical mineral supply chains remains unchanged. 

"At the same time, we believe that all parties have a responsibility to play a constructive role in this regard," she added.
