Canadian Prime Minister Mark Carney said at the 2026 World Economic Forum Annual Meeting that the so-called rules-based order was a "fiction."

Addressing what he described as American hegemony, Carney said middle powers have been "performing sovereignty while accepting subordination," warning that "if we are not at the table, we are on the menu."
