In 2026, Harbin and Rovaniemi celebrate the 20th anniversary of their sister-city relationship, a milestone linking two winter destinations through ice, snow, and cultural exchange.

Anchored by the Harbin Ice and Snow World, Harbin is renowned for its elaborate ice sculptures, monumental ice architecture, and a wide range of winter recreation experiences. With a snow season lasting nearly 180 days and ice sourced from the Songhua River, Harbin has transformed its natural advantages into a mature cultural tourism ecosystem with growing international appeal.

Rovaniemi, located on the Arctic Circle in Finland, offers a different yet complementary winter experience. Known worldwide as the hometown of Santa Claus, the city attracts visitors with Santa Claus Village and the chance to witness the northern lights.

Twenty years on, Harbin and Rovaniemi continue to explore how winter culture can connect cities across continents.
