A man dressed as Batman protested angrily before the Santa Clara City Council during a public comment session, demanding an end to the city's cooperation with Immigration and Customs Enforcement (ICE).
He called on officials to cut ties with federal agents and adopt written policies barring ICE from accessing city resources and data.
The confrontation came as Santa Clara prepares to host the Super Bowl at Levi's Stadium on February 8.
