China will take steps to build a fair and high-quality basic education system, focusing on expanding access to quality education and improving teaching resources, Minister of Education Huai Jinpeng said on Saturday at a press conference held on the sidelines of the fourth session of the 14th National People's Congress in Beijing.
Huai said efforts will include expanding public kindergarten institutions, improving rural and county high schools, strengthening teacher development and enhancing campus safety and governance.
