China's annual "Two Sessions" have long served as a window into the country's economic priorities and policy direction. This year's discussions carry particular importance as the draft outline of the 15th Five-Year Plan (2026–2030) for national economic and social development offers a glimpse into how China intends to navigate the next stage of modernization in a rapidly changing global environment.
What stands out in the new plan is the clear emphasis on high-quality development. Over the past decades, China's remarkable economic growth has transformed the country and lifted hundreds of millions of people out of poverty. The focus is now shifting from the speed of expansion to sustainability, resilience and long-term quality of growth.

Equally significant is the focus on expanding domestic demand. Strengthening consumption will help create a more resilient development model in the face of global economic uncertainties.
At the same time, the plan sends a clear message that China remains committed to openness and international cooperation. In an era marked by rising protectionism and economic fragmentation, deeper integration with global markets and the expansion of trade and investment partnerships are particularly significant.
These policies are also likely to have a strong regional impact. Many economies across Asia are closely connected to China through trade, investment and infrastructure development. Another notable aspect of the plan is its focus on improving people's quality of life. Priorities such as healthcare, education, employment and social welfare highlight a broader vision of modernization in which economic progress is closely linked to social well-being.
Taken together, the 15th Five-Year Plan represents more than a national policy framework. It reflects a comprehensive vision of modernization in the 21st century – one that combines innovation, sustainability and openness to the world.
