Thousands of delegates have gathered at the Great Hall of the People in Beijing since last week to discuss national policy. But how do those high-level decisions actually reach the front doors of ordinary citizens? CGTN Africa's Peninah Karibe travelled with CGTN Beijing's Feng Yilei to Beijing’s historic Caochang Hutong. There, she found that the blueprint for a "Garden City" isn't just handed down, it's negotiated on small wooden stools. Here is her report.
