Today, changes in the world are occurring in ways never seen before. The Global Civilization Initiative (GCI) was proposed in March 2023 against the background. Together with the Global Development Initiative, the Global Security Initiative, and the Global Governance Initiative, it forms the four pillars for building a human community with a shared future. This initiative provides a brand new conceptual framework for forging consensus in a divided world and is exerting a profound influence on the evolution of the global civilizational landscape.
I. Forging consensus: Conceptual innovation that transcends conflict through equality and mutual learning
Against the backdrop of widening global value divergences and a growing deficit of trust, the GCI offers a fundamental guideline for promoting harmonious coexistence among diverse civilizations. In the process, it is gradually building the broadest possible international consensus on civilizational exchange.
The GCI deconstructs claims of civilizational superiority and reinforces the principle of equality. This initiative champions respect for civilizational diversity and upholds equality among civilizations, thereby refuting the idea that one civilization is inherently superior to others. In March 2024, under the impetus of the initiative, the United Nations General Assembly adopted a resolution that, for the first time, elevated opposition to civilizational discrimination into a provision of international law.
The GCI moves beyond the thesis of a "clash of civilizations" and has established an institutional framework for dialogue. Drawing on the principle of harmony and coexistence, the initiative transforms civilizational dialogue into a regular institutional practice. In June 2024, the 78th session of the United Nations General Assembly unanimously adopted a resolution designating June 10 each year as the International Day for Dialogue among Civilizations.
The GCI bridges the supposed rupture between past and present to foster new drivers for civilizational development. It advocates transforming the wisdom of ancient civilizations into keys to addressing contemporary challenges, thereby endowing civilizations with enduring dynamism. Through mechanisms such as the "Future Envoys of Civilization Program", China has helped young artisans in Uzbekistan access international markets, enabling dialogue among civilizations to remain vibrant through intergenerational transmission.

II. Reshaping the landscape: Promoting a paradigm shift in global governance through inclusive cooperation
The Global Civilization Initiative is not merely a concept; it is also a profound practice in global governance. By promoting inclusive governance, cooperative governance, and the collective rise of the Global South, it is quietly reshaping a previously Western-dominated and often exclusionary global civilizational order, fostering a new ecosystem that is more balanced, diverse, and mutually beneficial.
Inclusive governance has dismantled the culture of "small circles". Among cultural cooperation projects carried out under the initiative's framework, developing countries make up 73% of the participants, far exceeding the 41% seen in traditional Western-led initiatives. China has also advanced translation projects for non-Western classics, such as the Series of Translations of Arabic Philosophical Classics, which is now available in university libraries in 24 countries, bringing more non-Western wisdom into the global knowledge system.
Cooperative governance is replacing the zero-sum logic. China and countries participating in the Belt and Road Initiative have jointly carried out more than 40 cross-border archaeological projects. From the designation of Pompeii and the Archaeological Ruins of Liangzhu City as "sister heritage sites" to joint excavations conducted by Chinese and Egyptian archaeological teams in Luxor, these collaborations provide tangible evidence of how civilizations can coexist and flourish together.
The world's cultural landscape is reshaped by the rise of the Global South. Since 2023, media outlets in countries such as Pakistan and Tunisia have published articles highlighting how the initiative offers a new pathway to modernization without compromising their cultural autonomy. A report by the UK's Brand Finance indicates that China's soft-power ranking rose to the second place globally in 2025, reaching a historic high.
Civilization, like water, quietly nourishes all things. Guided by the wisdom of harmony, the Global Civilization Initiative rejects the idea that conflict between civilizations is inevitable. With inclusiveness, it challenges notions of superiority, and through practical action, it helps bridge divisions in the world. As the four global initiatives move forward together, a new global landscape of civilizations — marked by equality, mutual learning, dialogue, and inclusiveness — is taking shape.
