In a landmark move for China-Africa relations, Chinese President Xi Jinping and Mozambican President Daniel Francisco Chapo have agreed to upgrade bilateral ties to a China-Mozambique community with a shared future in the new era. It marks a significant step in deepening political trust and expanding practical cooperation between the two countries.
The decision, announced following talks between the two leaders in Beijing, signals more than a diplomatic upgrade. It reflects a maturing partnership – one that is increasingly defined by strategic coordination, development synergy and a shared voice in global affairs.
At a time of growing uncertainty in the international landscape, the shift also positions the relationship as part of a broader push among Global South countries to deepen cooperation and shape a more balanced global order.
From traditional friendship to strategic alignment
China and Mozambique have maintained close ties since the establishment of diplomatic relations in 1975, underpinned by sustained political mutual trust and long-standing mutual support.
During their talks, Xi noted that the time-honored friendship between the two countries has set an example for China-Africa relations and South-South cooperation.
Over the decades, the relationship has remained stable and steadily deepened, with sustained high-level engagement and consistent support on issues concerning each other's core interests and major concerns. In 2016, China and Mozambique elevated bilateral ties to a comprehensive strategic cooperative partnership.
Tuesday's meeting further advanced the strategic positioning of the relationship, with both sides agreeing to deepen coordination across governments, parties and legislative and local levels while continuing to reinforce mutual support to each other's core issues.
Chapo describes China as a true friend that has consistently provided support. He has reaffirmed Mozambique's commitment to the one-China principle and expressed readiness to deepen cooperation in trade, agriculture and energy under the new framework.
Their talks also underscored coordination in multilateral arenas, particularly within the United Nations. Xi emphasized support for an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.
Chapo hailed China's vision of a community with a shared future for humanity, its four major global initiatives and the Belt and Road Initiative for their contribution in promoting world peace, stability and development. He said that Mozambique is ready to work with China to implement these initiatives and make the world a better place.
For people-to-people exchanges, Xi noted that China stands ready to work with Mozambique to take the China-Africa Year of People-to-People Exchanges in 2026 as an opportunity to jointly promote ties.
In recent years, connectivity between the two countries has greatly improved through eased travel arrangements, including mutual visa exemption for diplomatic and official passport holders since 2016 and Mozambique's visa-free policy for short-term visits by Chinese citizens since 2023. Sister cities and provincial partnerships have also promoted connections at the local level.
Economic cooperation yields tangible benefits
During the meeting, Xi highlighted the strong complementarity of the two countries' economies. He called for breaking new ground in infrastructure development and the comprehensive development of energy and mineral resources – areas where the partnership's track record already speaks for itself.
The texture of China-Mozambique cooperation is visible across Mozambique's landscape. The Maputo-Katembe Bridge, built by a Chinese firm, has become a landmark of the capital's expansion, cutting travel time across Maputo Bay. Upgrades to transport corridors such as the EN6 Highway and the Nacala railway line have also bolstered Mozambique's connectivity and strengthened the country's role as a regional transit hub.
In the resources sector, cooperation is also expanding. A graphite processing plant built by a Chinese company in Niassa Province, with a total investment of around $150 million, is expected to boost local value-added capacity. President Chapo has cited the project as key to reducing reliance on raw material exports.
Together, these projects reflect a broader shift: from isolated infrastructure building to more integrated development planning.
Beyond traditional sectors, both countries are now placing greater emphasis on future-oriented industries. The cooperation between the two countries is expanding into areas such as renewable energy, digital economy and artificial intelligence – fields that both countries see as critical to long-term modernization.

Part of a bigger China-Africa picture
Seventy years after the establishment of ties, China and Africa have continued to stand together and forge ahead despite shifting international dynamics. Xi said the Global South, represented by China and African nations, has always been a force for justice in a world marked by turbulence and transformation.
As the impact of the Middle East conflict spills over to African countries, Xi has called on both sides to uphold the principles of peace, maintain the resolve for development and promote win-win cooperation.
China remains committed to prioritizing Africa in its high-level opening-up agenda. Starting May 1, 2026, China will implement zero-tariff treatment for 53 African countries that have diplomatic relations with China – a measure announced at the 39th African Union Summit in February – alongside upgraded green channels to facilitate the entry of African products into the Chinese market.
By aligning development strategies and addressing the calls of African nations, China aims to build an all-weather community with a shared future between China and Africa in the new era, ensuring that both sides continue to advance together toward modernization.
President Chapo recognized the implementation of the outcomes of the FOCAC Beijing Summit and China's zero-tariff policy for African countries. He has expressed gratitude for China's continued support for African countries.
A renewed framework for the next stage
The meeting witnessed the signing of over 20 cooperation documents, spanning areas like Belt and Road cooperation, the implementation of the Global Security Initiative, economy and trade, people-to-people exchanges, healthcare and media.
The two sides have also issued the Joint Statement Between the People's Republic of China and the Republic of Mozambique on Building the China-Mozambique Community with a Shared Future in the New Era.
These outcomes reflect a broader trend in China-Africa engagement: moving from project-based cooperation toward more structured, strategic and long-term development alignment.
As both countries enter a new phase of modernization – China under its 15th Five-Year Plan (2026-2030) and Mozambique pursuing its national development agenda – the upgraded partnership is set to serve as both a bilateral roadmap and a reflection of broader Global South cooperation in motion.
