The Guangdong-Hong Kong-Macao Greater Bay Area is a primary engine of China's economy. It is also where "institutional opening up," introduced nationally in 2018, is being implemented. Within the Greater Bay Area, the Guangdong-Macao In-Depth Cooperation Zone in Hengqin acts as a key testing ground for this strategy.

To enable professionals from the Macao Special Administrative Region trained under one system to work in the nearby city of Hengqin, officials there established a professional recognition list covering 87 qualifications across 10 sectors, including law, finance, taxation, healthcare, tourism, and construction, with 49 for Macao professionals. The list is pivotal in aligning Hengqin's regulations with Macao's and provides  human capital support for the integrated development of the Guangdong-Hong Kong-Macao Greater Bay Area.
