The Xinjiang Uygur Autonomous Region will further integrate cultural enrichment with tourism development during the 15th Five-Year Plan period, with a focus on opening up southern Xinjiang as a Silk Road destination for culture and folk customs. Efforts will be made to improve infrastructure, cultural experiences and service quality, aiming to boost employment, ethnic unity, cultural confidence and local incomes. Tourist visits grew from 190 million in 2021 to 323 million in 2025.
