China optimizes departure tax refund policy to boost consumption

China unveiled a set of measures on Monday to further optimize its policy for departure tax refunds for travelers to boost inbound consumption.

The eight proposed initiatives are designed to make tax refunds for foreign travelers faster, easier and more convenient. According to a joint notice by six government agencies, key highlights include:

- Expanding tax refund store coverage: More eligible stores will be encouraged to register as tax refund outlets. Local authorities will focus on key shopping districts, scenic spots, markets and ports of departure popular with foreign travelers, aiming for near-complete coverage in major locations.

- Random checks for small amounts: Starting July 1, 2026, tax refund applications under 10,000 yuan ($1468) will be randomly selected for physical inspection, while applications of 10,000 yuan or more will continue to undergo full verification.

- Optimizing the "buy and refund immediately" service: Travelers using this service can complete their tax refunds at different ports. The refund period for this service will be extended to 28 days across all locations.

- Promoting paperless tax refunds: From July 1, 2026, customs and agencies can verify tax refund forms and sales invoices online, allowing for a fully paperless refund process.

- Setting up tax refund service platforms at exhibitions: Designated refund service areas will be established at major events such as the China International Import Expo (CIIE), the China Import and Export Fair (Canton Fair) and the China International Consumer Products Expo.
