China-Laos ties: Four takeaways from Thongloun's state visit to China

China and Laos are close socialist neighbors linked by geography, history and a shared vision for national development. In 2026, as the two countries mark the 65th anniversary of diplomatic relations and the China-Laos Friendship Year, bilateral ties are entering a new stage.

Thongloun Sisoulith, general secretary of the Lao People's Revolutionary Party Central Committee and Lao president, concluded his state visit to China on Saturday. He highlighted the depth of political trust and progress in practical cooperation. The visit also showed how high-level consensus is being translated into cooperation in security, connectivity, innovation and people-to-people exchanges.

Strategic trust and security cooperation

At the political level, China and Laos have continued to consolidate a relationship built on mutual respect and strategic coordination. During Thongloun's visit, Xi Jinping, general secretary of the Communist Party of China Central Committee and Chinese president, said China has always regarded Laos as a priority in its neighborhood diplomacy and firmly supports Laos in following a socialist path suited to its national conditions. Both sides agreed to further advance the building of an all-weather China-Laos community with a shared future in the new era.

Security cooperation is an important pillar of their relationship. The two countries are working to deepen exchanges between their parties, governments and security departments, including through a new "3+3" strategic dialogue mechanism covering diplomacy, defense and public security.

Both leaders also agreed to combat cross-border crime, including online gambling and telecom fraud. Recent joint law enforcement operations have produced concrete results, with Laos handing over nearly 500 suspects involved in cross-border telecom and online fraud to China in May, underscoring the effectiveness of bilateral cooperation against transnational crime. By linking security cooperation with development, the two sides are seeking to keep connectivity safe and orderly.

Railway-driven growth in traditional economic cooperation

Economic engagement remains one of the most visible drivers of China-Laos relations. China is Laos' largest investor and its second-largest trading partner. In 2025, bilateral trade reached $9.82 billion, up 19.3% year on year. These figures show that political trust is being matched by steady growth in trade and investment.

The China-Laos Railway has become the clearest example of how infrastructure can reshape economic cooperation. Since entering service in late 2021, the railway, connecting Kunming in southwest China with the Lao capital Vientiane, has given Laos a stronger regional advantage. The railway has transported around 20 million tonnes of cross-border cargo, providing a faster and more cost-effective logistics route between China and Southeast Asia. In this sense, the railway is not only a transport project but also a platform for industrial and supply chain cooperation.

The number of product categories shipped via the railway reached 3,800 in 2025, up from around 500 when the line opened. Tropical fruit trade is a major highlight. In the first five months of this year, more than 100,000 tonnes of tropical fruits entered China via the railway, with durian shipments rising strongly. The Lancang-Mekong Express freight service has played an important role during the peak durian season, helping meet demand in the Chinese market and creating new opportunities for regional producers.

The scale and diversity of trade are expected to further expand, as Xi called on the two countries to accelerate railway connectivity among China, Laos and Thailand and achieve greater regional connectivity. Such connectivity would extend the benefits of the China-Laos Railway across a wider regional network.

Cooperation in emerging sectors

Beyond traditional areas such as agriculture, electricity, trade and logistics, China-Laos cooperation is also expanding into emerging sectors. Thongloun's visit to eastern China's Hangzhou offered a clear example of this shift. Zhejiang Province, known for advanced technology and high-quality growth, was chosen as the first stop of his China trip. During the visit, the Lao leader observed Alibaba's smart logistics and e-commerce systems, as well as Deep Robotics' quadruped robots and embodied AI technologies. These visits reflected Laos' growing interest in artificial intelligence, cloud computing, robotics and digital transformation.

The stop in Hangzhou also highlighted cooperation in green development and ecological governance. In Zhejiang's Anji County, Thongloun examined local initiatives including sustainable bamboo products, ecological conservation and rural revitalization. These experiences are relevant to Laos as it seeks development models that combine economic growth with environmental protection. They also show how local-level experiences can feed into national-level cooperation.

As Xi pledged continued assistance to Laos within China's capacity, cooperation in the digital economy, clean energy, modern agriculture and ecological governance could become new engines of growth for bilateral ties. Together, these areas point to a partnership that is moving from infrastructure-led growth toward more diversified and higher-quality development.

People-to-people bonds and a shared future

People-to-people exchanges consolidate the foundation of public support, allowing the legacy of the China-Laos friendship to be passed down from generation to generation. Since the launch of the China-Laos Friendship Year, a series of activities have been held in both countries, including the "Happy Spring Festival" temple fair in Vientiane, youth exchange visits to Yunnan Province, the "Brightness Action" medical public welfare program and joint work on the Lao national large language model. These activities translate state-to-state friendship into everyday contact and make the partnership more visible to ordinary people.

The China-Laos Railway has also become a bridge for people-to-people ties. Since entering service, it has carried more than 73 million passenger trips, including around 840,000 cross-border passenger trips. Easier travel has brought students, tourists, business people and families closer together, giving the railway a social role alongside its economic function.

Educational and cultural exchanges continue to bring the two peoples closer. Lao students studying in China, together with frequent interactions among youth groups, media organizations, local governments and cultural tourism sectors, have added vitality to bilateral ties. From sitting in the same classroom to watching the same performance, from skills training to cultural exchange and mutual learning, these contacts have strengthened the social foundation of the bilateral friendship.

Xi made clear China's readiness to work with Laos on talent training programs during his meeting with Thongloun. More students and young professionals are expected to benefit from the joint efforts. This human dimension will help ensure that cooperation is sustained not only by institutions but also by shared experiences among the younger generation.

From security cooperation to railway connectivity, from digital technology to youth exchanges, China-Laos relationship is becoming broader and more practical. As both countries continue to strengthen political trust and expand cooperation, the China-Laos community with a shared future is set to deepen in the years ahead.
