China gets it right when it comes to picking its leaders, Canadian political scholar Daniel Bell says. He argues that China's 2,000-year-old system of exams and performance reviews selecting for, beyond brains, emotional intelligence, work ethic, and above all the will to serve the public. This triad of traits creates a "political meritocracy," Bell says, and elevates leaders who want to do good for others.
