China's telecom fraud cases fall for 8 straight months

The number of telecom fraud cases reported in China has fallen year on year for eight consecutive months since October 2025, Ministry of Public Security official Zhu Lei told a press conference on Friday.

Zhu noted that telecom and online fraud, a typical form of transnational organized crime, has emerged as a global menace and a major governance challenge worldwide. 

Since 2025, Chinese authorities have stepped up coordinated efforts under the Anti-Telecom and Online Fraud Law through law enforcement operations, sector-specific regulatory frameworks, technological countermeasures, public awareness and prevention campaigns and international cooperation, achieving notable results, he said.

China has also strengthened international law enforcement cooperation, dismantling large-scale gambling and fraud compounds in Myanmar's northern region and the border town of Myawaddy, and in Cambodia.

Through joint operations, authorities have apprehended cross-border gambling and fraud syndicate kingpins, including Chen Zhi and She Zhijiang, also known as She Kriang Kai, Zhu said.

As a result of international law enforcement cooperation, 58,000 fraud suspects have been transferred to Chinese authorities, while domestic authorities solved 258,000 telecom and online fraud cases in 2025. The Ministry of Public Security, together with the Ministry of Industry and Information Technology, imposed installation bans on 64,000 fraud-related mobile apps.

On Wednesday, China launched a nationwide anti-fraud campaign to help people recognize and prevent fraud. Local authorities will integrate anti-fraud education more deeply into grassroots governance.

Public security authorities and regulators will also urge financial institutions, telecommunications operators and internet service providers to carry out extensive anti-fraud awareness campaigns reaching both employees and customers.
