Jeddi Mowbray Armah, deputy minister for legal affairs at the Ministry of Foreign Affairs of Liberia, said at the 2026 Forum on Global Human Rights Governance that despite four decades of normative progress – from the UN proclamation to the MDGs and the 2030 Agenda – the right to development remains stronger in principle than in practice for many developing countries. South-South cooperation and China's development experience, grounded in national realities and long-term commitment, can help bridge the gap between normative aspirations and institutional realization.
