Working groups for following up on the implementation of the memorandum and negotiating the final agreement have been formed, but no negotiations have yet started within these frameworks. Consultations to determine the time and place of negotiations within these working groups continue through mediators, and if the necessary conditions are met, negotiations within these working groups will commence.
