How the CPC listens to public opinion and addresses people's concerns

The original aspiration and founding mission of the Communist Party of China (CPC) is to seek happiness for the Chinese people and rejuvenation for the Chinese nation. Serving the people wholeheartedly is the Party's fundamental purpose.

As a Marxist governing party, the CPC serves as the vanguard of the Chinese working class, the Chinese nation and the Chinese people. It has always regarded advancing the fundamental interests of the overwhelming majority of the people as its highest pursuit.

The Party has no special interests of its own apart from those of the people. All its work is aimed at realizing, safeguarding and advancing the fundamental interests of the overwhelming majority of the people.

This enduring governance philosophy of putting the people first and pursuing people-centered development requires the Party to remain attentive to the voices of the people, stay responsive to their needs and focus on the issues of greatest concern to them.

It regards improving people's well-being as the ultimate measure of governance performance, rejecting formalism and vanity projects in favor of delivering tangible results that improve people's lives and meet their expectations.

The CPC adheres to the mass line, one of the key strengths that has enabled the century-old Party to endure and thrive. Historical materialism forms the Party's ideological foundation, while the mass line serves as its lifeline and source of strength. At its core, the mass line reflects the Marxist principle that the people are the creators of history.

Both the Party's more than 100 years of experience and the broader history of the international communist movement demonstrate that only by upholding this principle can the historical development laws be fully understood.

The Party comes from the people, is rooted among the people and serves the people. Its foundation, lifeblood and strength all come from the people. Losing touch with the people would undermine its very foundation, while turning away from public support would weaken its governing capacity.

Only by working for the people, relying on the people, governing for the public good and maintaining close ties with the people can the Party unite public support, overcome development challenges, withstand risks and sustain its vitality as the governing party.

Conducting investigation and research is a fundamental working method of the CPC. Through extensive field research, the Party seeks to understand public sentiment, address people's concerns and solve practical problems in fulfillment of its mission.

Xi Jinping, general secretary of the CPC Central Committee, has called for efforts to promote investigation and research throughout the Party, encouraging officials at all levels to leave their offices, engage directly with communities, listen to the people, identify problems at the grassroots level, prioritize them and work toward solutions.

This means actively seeking advice from the people and responding to their needs. It also means applying the Party's latest theoretical innovations to address pressing issues related to development, reform, grassroots governance and public expectations, while drawing inspiration for both theoretical and practical innovation from the wisdom of the people.

In this way, the Party and the policies are better aligned with realities on the ground, more responsive to people's livelihoods and more capable of translating public concerns into tangible improvements.

Whole-process people's democracy provides an institutional guarantee for listening to public opinion and making sound decisions. China's system of people's congresses, together with its system of consultative democracy, enables orderly political participation throughout every stage of elections, decision-making, management and oversight.

Through multiple channels, public opinion can be effectively expressed, fully considered and translated into policy, ensuring that Party decisions reflect the will of the people and respond to practical needs.

The Party's overall leadership and the principle that the people are the masters of their own country are organically integrated, enabling public wisdom to be pooled, people's concerns to be addressed, democratic and science-based decision-making to be advanced, and people's voices to be heard. Public support is the greatest political asset, and governance performance should ultimately be measured by its benefit to the people.

As the CPC embarks on a new journey after 105 years of development, it remains committed to its founding mission, steadfast in its people-centered stance, and dedicated to practicing the mass line, strengthening investigation and research, and advancing whole-process people's democracy.

By listening carefully to public opinion and delivering concrete improvements to people's livelihoods, the Party seeks to produce results that can stand the test of the people, of practice and of history, continuing to write a new chapter of people-centered governance in the new era.
