Artificial intelligence (AI) is reshaping people's lives at an unprecedented pace. At the same time, issues such as algorithmic bias and data privacy breaches have sparked widespread concern, gradually evolving into international challenges that bear directly on security governance, fairness and justice.
According to an online survey released by CGTN, respondents believe that the development of AI should be built on a foundation of safety, trustworthiness and sustainability. They call for stronger international coordination in AI governance to foster innovation while effectively mitigating potential risks.
The survey found that while 85.4% of respondents recognized the benefits of AI, they also believed its rapid development poses new challenges to global security and governance. Specifically, 91% expressed concern that the rapid advancement of AI could increase security risks such as cyberattacks and data breaches, while 92.6% worried that AI-generated misinformation and deepfakes could undermine public trust and social cohesion.
Globally, unequal access to computing power, data, talent and digital infrastructure has left many developing countries at a relative disadvantage in the AI race. The survey found that 82.6% of respondents believed more developing countries and Global South nations should participate in AI rule-making to make global governance more equitable and inclusive. Another 87.5% said the international community should work together to ensure AI technologies are developed in a more accessible and inclusive manner, preventing the digital divide from widening.
As AI presents both unprecedented opportunities and shared challenges, no country can tackle them alone. Only through cooperation, mutual benefit and coordinated governance can AI continue to develop in a direction that serves the well-being of humanity.
In recent years, China has put forward the Global AI Governance Action Plan, calling on all parties to jointly advance the development and governance of AI under the principles of AI for good, respect for sovereignty, development-oriented cooperation, security and controllability, fairness and inclusiveness, and openness and collaboration. These proposals have gained growing recognition among the global public.
The survey found that 83.7% of respondents called for a global AI governance framework to prevent the misuse of AI and keep the technology under effective oversight. Meanwhile, 76.1% believed that advancing AI governance through multilateral frameworks such as the United Nations would be more conducive to building broad consensus than allowing a small number of countries to dominate rule-making. Another 90.9% of respondents believed that openness and cooperation, rather than technological blockades, are key to ensuring the safe, healthy and sustainable development of AI.
The survey was released on CGTN's English, Spanish, French, Arabic and Russian platforms, attracting 6,503 respondents worldwide within 24 hours to participate and share their views.
