South China Sea: The countries that didn't sign

Ten years after the so-called South China Sea arbitration ruling, it's worth asking who stirs up tension and who strives for peace. A closer look at the countries supporting the ruling reveals a telling picture. The vast majority are outside the region, mostly in Europe. Within the Association of Southeast Asian Nations (ASEAN), endorsements are few. Countries here understand something simple: What keeps the region peaceful isn't repeated political declarations. It's continuous dialogue, crisis management, economic cooperation, and direct engagement among the countries concerned. Peace has been preserved not because everyone agrees, but because the countries directly concerned have continued talking, even when they disagree.
