The 2026 World Artificial Intelligence Conference (WAIC) marked a significant milestone in the evolution of global AI governance. Beyond a showcase of cutting-edge technologies, the conference demonstrated how international cooperation, policy coordination and industrial innovation are increasingly converging. From pre-conference consensus building to major announcements during the event and practical implementation afterward, WAIC 2026 outlined a roadmap for building an inclusive, responsible and shared AI future.

One of the conference's most notable achievements was the progress in global AI governance. On July 16, representatives from 29 countries signed the founding agreement of the World AI Cooperation Organization (WAICO) in Shanghai, where the organization will be headquartered. The establishment of WAICO signaled a new platform for international collaboration. 

Meanwhile, the Global AI Capacity Development Network (AICDN), officially launched in Geneva on July 5, entered operational status. With Fudan University's Global AI Innovation Governance Center as the Chinese member institution and co-leading the network's preparatory work with counterparts from Senegal, India and other nations, the network now connects partners across 19 countries and international organizations, aiming to narrow the global AI capability gap through knowledge sharing, talent development and technical cooperation.

On the policy front, China's National Development and Reform Commission (NDRC), together with relevant government agencies, released two landmark outcomes: the Action Plan for Artificial Intelligence Cooperation and Development and the case collection – China Intelligence, Global Benefits (2026).

The Action Plan introduced eight practical initiatives covering high-quality data supply, inclusive computing power, open-source ecosystems, AI-enabled industrial transformation, talent cultivation, international standards, AI safety governance and ethical development. The document also promoted the MAZU intelligent weather early-warning system. It marked the world's first nationwide AI solution in response to​ the UN Early Warnings for All initiative and is expected to be deployed in 30 countries.

The accompanying casebook further illustrated China's vision of "AI for Good." Covering more than 20 countries, it highlighted AI applications in agriculture, manufacturing, energy, scientific research, healthcare and disaster prevention, demonstrating how China's "AI+" strategy is generating tangible benefits beyond its borders.

Industrial innovation remained another defining feature of WAIC 2026. More than 300 AI products made their global debut, while the prestigious SAIL Awards recognized groundbreaking achievements in AI research and application. WAIC Academic showcased the latest scientific advances, and numerous industrial cooperation agreements accelerated the commercialization of AI technologies.

Several flagship innovations underscored China's technological progress. Chinese developers released Kimi K3, currently the world’s largest open-source AI model with 2.8 trillion parameters, reflecting the rapid rise of China's open-source AI ecosystem. The first public appearance of the Dawning 8000 (Dengfeng), China's first domestically built 100,000-card AI supercomputing cluster, marked a breakthrough in large-scale indigenous computing infrastructure. Huawei also unveiled the Atlas 950 SuperPoD, featuring 1,024 Ascend AI processors, providing powerful support for next-generation foundation models. Meanwhile, AI-powered pharmacy robots and the proactive companion robot Bubbo 1 demonstrated how advanced AI is rapidly moving from laboratories into everyday life.

As its outcomes move from the expo halls into real-world implementation, WAIC 2026 has established a new benchmark for global AI governance and reaffirmed China's role in promoting a more inclusive, collaborative and beneficial AI future.
