Surveillance video released by federal prosecutors shows Andrew Arrabaca, a former US soldier, allegedly setting off fireworks, firing a pellet gun and starting a fire outside 26 Federal Plaza in Manhattan. Authorities said Arrabaca carried anti-ICE materials and multiple weapons. Three people suffered minor injuries before security officers tackled him to the ground.
