China's National Meteorological Center renewed orange alerts for Typhoon Noul and rainstorms at 10 a.m. on Saturday. The Ministry of Transport has activated Level II responses for both the typhoon and heavy rainfall.

At noon, the center of Noul, the 12th typhoon of the year, was over the northeastern area of South China Sea, about 245 kilometers southeast of Shanwei in Guangdong Province. Maximum sustained winds near its center reached 33 meters per second, or Force 12, while its minimum central pressure was 975 hectopascals.

Noul is forecast to move west-northwest at 20 to 25 kilometers per hour and continue strengthening. It is expected to make landfall along the coastal areas between Hong Kong and Lufeng in Guangdong between Saturday night and Sunday morning, with winds of 35 to 42 meters per second, or Force 12 to 14. The storm is forecast to turn north and gradually weaken after landfall.

The Ministry of Transport on Saturday coordinated response efforts with transport authorities in Guangdong and Fujian, maritime safety administrations in Guangdong, Fujian and Shenzhen, the South China Sea Rescue Bureau and the Guangzhou Salvage Bureau.

The ministry called for stronger controls and preventive measures aimed at preventing deaths and minimizing injuries and losses. It ordered comprehensive safety checks and required vessels in the typhoon's main impact zone to suspend operations, evacuate or relocate as necessary.

Coastal expressways and national and provincial trunk roads along the storm's projected path should be closed when necessary, the ministry said. Authorities were also instructed to maintain strict emergency staffing and duty arrangements.
