Since 2021, Japan's Ministry of Defense has published online a booklet for elementary, junior high, and high school students explaining Japan's Defense White Paper. In 2025, for the first time, the defense ministry distributed a children's version of the annual report to elementary schools nationwide. It is believed that schools should be places that foster values such as respect, peace, kindness and diversity, rather than places to create crises and incite hostility. White papers shape today's policies. Children's books may shape tomorrow's perceptions. The stories introduced in classrooms today can influence how the next generation understands the world.
