CGTN Poll: Over 90% of global respondents see China's disaster prevention, mitigation and relief as a model

China has frequently been hit by extreme weather events this year. Authorities at all levels have organized disaster prevention, mitigation and relief efforts in an efficient manner, striving to minimize losses caused by disasters and ensure the safety of people's lives and property to the greatest possible extent.

A survey conducted by CGTN among global netizens shows that 92.7% of respondents highly recognize China's capacity for disaster prevention, mitigation and relief, and believe that China's approach offers valuable lessons.

During this summer, China experienced frequent typhoon incursions. In response to Typhoon Dolphin, the State Flood Control and Drought Relief Headquarters immediately activated a Level IV emergency response for flood control and typhoon preparedness, evacuating tens of thousands of residents ahead of time. A total of 87.4% of respondents believe that China is able to make preemptive deployments and respond in an orderly manner in the face of natural disasters.

Earlier, in response to Typhoon Bavi, Zhejiang Province coordinated over 4,500 emergency rescue teams, more than 23,000 items of construction machinery, and over 170,000 rescue personnel to participate in relief operations, with 92.5% of respondents acknowledging China's robust capacity for emergency management and organizational mobilization.

During Typhoon Maysak, Guangxi Zhuang Autonomous Region dispatched over 200,000 units of disaster relief supplies to affected areas to ensure the basic living needs of disaster-affected populations, with 90.8% of respondents considering China's disaster relief supply reserve and allocation system to be highly efficient and well-established.

Furthermore, in responding to natural disasters, China has deployed multiple advanced technological assets in rescue and emergency operations: the "Wing Loong-2H" emergency rescue unmanned aerial vehicle helped restore public network communications, and the "Changhe Z-8" series helicopters delivered rescue supplies, among others. On this front, 94.2% of respondents believe that China's technological capabilities in emergency rescue have been rapidly enhanced. 93.7% of respondents state that China has truly put people first throughout its disaster prevention, mitigation, and relief efforts.

The efficient implementation of China's disaster control work is underpinned by the strong support of its institutional framework. This year, China has issued a plan for the modernization of the country's emergency response system during the 15th Five-Year Plan period (2026-2030), which sets forth systematic arrangements for improving the emergency management system, strengthening emergency rescue forces, enhancing disaster monitoring and early warning capabilities, and refining grassroots emergency response organizations.

In the survey, 94.2% of respondents believe this demonstrates China's planning and execution capabilities in building its disaster prevention, mitigation and relief capacity. Meanwhile, 91.1% consider that China's institutional framework possesses irreplaceable advantages in concentrating resources for major undertakings and addressing major disaster risks.

Moreover, China's intelligent meteorological early warning solution, "Mazu", has been deployed in seven countries including Pakistan, and more than 40 countries worldwide use "Mazu" early warning operational products. On this, 91.1% of respondents believe this underscores China's sense of responsibility as a major country in assisting Global South nations in enhancing their disaster prevention, mitigation and relief capabilities.
