Six years after the integrated development of the Yangtze River Delta (YRD) was elevated to a national strategy, one of China's most economically dynamic regions is shifting from Shanghai-led breakthroughs toward deeper regional collaboration.
Shanghai, Jiangsu, Zhejiang and Anhui are now working together to build the Shanghai (Yangtze River Delta) International Science and Technology Innovation Center.
The shift began with a strategic upgrade. China's Central Economic Work Conference in 2025 proposed building the center for the first time, while China's 2026 Government Work Report called for developing it into a world-class source of scientific and technological innovation.
The change from "Shanghai" to "Shanghai (Yangtze River Delta)" reflects a transition from a single-city approach to a coordinated regional innovation community. At a YRD symposium held in Shanghai in May, jointly building the center became a key topic. China's Ministry of Science and Technology said it would work with relevant departments and the four provincial-level regions to better coordinate resources, policies and innovation capacity.
Breaking administrative barriers has been a key part of the process. In September 2025, the region's first coordinated science and technology innovation regulation took effect, promoting cooperation in basic research and the establishment of joint funds.
The YRD Science and Technology Resource Sharing Service Platform has opened major scientific instruments to users across the region, while the YRD innovation vouchers, a fiscal subsidy tool supporting small and medium-sized enterprises, can now be used across provincial borders.
The G60 Science and Technology Innovation Corridor, initiated in Shanghai's Songjiang District in 2016 and expanded in 2018 to connect nine cities and districts across Shanghai, Jiangsu, Zhejiang and Anhui, has become a model of regional collaboration.
According to the official website of the Songjiang District, the nine cities and districts account for about one twenty-eighth of China's population and one one-hundred-and-twentieth of its land area, but contribute roughly one-fifteenth of the country's GDP. Their average R&D expenditure intensity stands at 3.77%, while they are home to nearly one-seventh of China's high-tech enterprises and more than 20% of STAR Market-listed companies.
Regional collaboration is particularly evident in the new energy vehicle industry. According to data released during the 2026 Yangtze River Delta Intelligent Connected New Energy Vehicle Industry Cooperation Conference held in east China's Anhui Province in June, in the first five months of 2026, the YRD accounted for more than 40% of China's output, with a supply chain structure emerging in which Shanghai focuses on R&D, Jiangsu and Zhejiang provide components, and Anhui manufactures complete vehicles.
The region is also a major hub for robotics. According to big data platform Beijing Shangqi Digital Technology, eight YRD cities are home to more than 11,000 companies across the robotics industrial chain, with Shanghai, Suzhou and Hangzhou forming the leading tier.
According to the Shanghai Municipal People's Government, Shanghai produced 46,000 industrial robots in the first half of 2026, up 17.7% year on year.
From a "solo" led by Shanghai to a regional "chorus" spanning 41 cities, the YRD is seeking to turn regional coordination into a new engine for scientific and technological innovation.
