China's open AI models have surpassed 10 billion cumulative downloads worldwide. But the real story lies not in the sheer volume – it lies in what the global open community actually builds with them.
According to Hugging Face's Summer 2026 report published on August 14, Chinese-developed open models now dominate the frontier of AI scale. In almost every month of 2026, the largest and most performant open model from a Chinese lab was larger than any model an American lab released – with China's monthly ceiling ranging between 754 billion and 2.78 trillion parameters, while US models stayed under 130 billion in five of seven months.

More tellingly, Chinese models are not just downloaded – they are built upon. Derivatives based on Alibaba's Qwen alone now number 151,448 on the Hugging Face Hub, 2.6 times Meta's total footprint. That figure grows by 180 to 210 new repositories every single day.
These are not just statistics – they represent a fundamental shift in how advanced technology reaches the world. Unlike proprietary models that charge hefty licensing fees, China's open models are freely downloadable, commercially usable and highly adaptable.
This open approach allows more countries, especially developing countries, to access and afford cutting-edge AI technology, said Yan Dong, vice minister of commerce.
From Silicon Valley startups to European manufacturing plants, overseas companies are actively adopting Chinese open models – such as DeepSeek and Qwen – as their technology backbone. A partner at Andreessen Horowitz revealed that as many as 80% of AI startups seeking funding in Silicon Valley use Chinese open models. One model, adapted with local African data, now supports 20 African languages.
China's commitment to openness extends far beyond software. In March, the Zhongguancun Forum released the Open Science International Cooperation Action Plan, opening 10 major research infrastructure facilities to global scientists.
These include the EAST "artificial sun" fusion reactor – which has cooperated with over 120 research institutions across more than 50 countries, according to reports from China Media Group – and the "Tianyan‑P2000" photonic quantum computer, the first photonic quantum computer with quantum supremacy capability open to global users.

The Synergetic Extreme Condition User Facility, completed in 2025, has already served 381 institutions, including 16 international organizations from 11 countries, with open beam time reaching 428,000 hours.

If China's technological capacity was truly a "threat," why would it open up its most advanced AI models and grant global access to its most sophisticated research facilities? The answer is clear: China's tech capacity is not a closed proprietary asset but an open global public good – one that empowers rather than threatens, and invites the world to share the benefits of scientific progress.
