Hamas: The international community's failure, along with that of international organizations and human rights groups, to hold the occupation accountable and prosecute its leaders is what has encouraged the continuation of these violations and transformed them into a daily practice. Statements of concern and condemnation are not enough, as long as the occupation continues its crimes without accountability or deterrent punishment.
