Ukrainian military: 'Two major Russian oil refining enterprises have been shut down. Following the analysis of additional data, it has been confirmed that the oil refining plant of LLC "LUKOIL-Nizhnegradnefteorgsintez" in Kstovo, Nizhny Novgorod region of Russia, has ceased operations as a result of the attack on August 26, 2026. It has also been confirmed that the "NOVATEK-Ust-Luga" complex in Slobodka, Leningrad region of Russia, has been shut down.
