On November 2, 2019, during a visit to the Gubei Civic Center in Shanghai, Chinese President Xi Jinping, also General Secretary of the Communist Party of China Central Committee, said, "People's democracy is a whole-process democracy."

On Monday, as part of the program "People-Centered Cities: China's Governance, Global Engagement (Shanghai and Jiangsu)," hosted by Chinese Foreign Ministry, 30 diplomats from 20 countries visited the Gubei Civic Center, which brings together public services, daily-life support, cultural exchange and community governance. Since 2016, it has also served as one of the first grassroots legislative contact points of the Standing Committee of the Shanghai Municipal People's Congress, providing a channel for residents to participate in legislative consultation.
