Scotland, Wales and Northern Ireland sign MoU, call for constitutional change

The leaders of Wales, Scotland and Northern Ireland met on Monday in Cardiff, the Welsh capital. They signed a memorandum of understanding and held a press conference, calling on the UK government to "prepare, plan and facilitate" constitutional change in Wales, Scotland and Northern Ireland.
