China releases 5-year plan for electronic information manufacturing sector

China recently issued a development plan for the electronic information manufacturing industry during the 15th Five-Year Plan period (2026-2030), aiming to strengthen the sector's pivotal role in the global industrial landscape.

According to the plan, jointly issued by the Ministry of Industry and Information Technology and the National Development and Reform Commission, the electronic information manufacturing industry will further consolidate its prominent position within the industrial sector by 2030.

Industrial firms in the sector with annual main business revenue of at least 20 million yuan (about $2.96 million) are expected to see their combined revenue surpass 30 trillion yuan by 2030, while the sector's research and development investment intensity will rise to 3.5%, according to the plan.

The electronic information manufacturing industry is a pillar of the national economy, according to the plan.

By 2025, China's electronic information manufacturing industry had ranked first among the country's 41 major industrial sectors in terms of revenue for 13 consecutive years. During the 14th Five-Year Plan period, the output of major consumer electronics products, including mobile phones and computers, also remained among the world's highest.

The plan aims to seize opportunities arising from the development of artificial intelligence, accelerate innovation across the entire industrial chain, and strengthen the integrated application of new technologies and products, laying a solid foundation for building China into a manufacturing powerhouse and a cyber powerhouse.

By 2030, China aims to strengthen its competitive advantages in technology and products in fields such as integrated circuits, advanced computing, consumer electronics, basic electronics and energy electronics. The application penetration rate of new-generation intelligent terminals is also expected to rise significantly, according to the plan.

The plan also sets clear requirements for advancing full-chain breakthroughs in integrated circuits, accelerating innovation and the application of consumer electronic products, and promoting the transition of the BeiDou Navigation Satellite System from industry-specific applications to widespread public use.

Efforts will be made to advance the development of optoelectronic integrated platforms, accelerate the full-chain deployment of space computing, and develop highly secure autonomous driving control systems, according to the plan.
