Artificial intelligence is reshaping the world at remarkable speed. As breakthroughs continue to emerge across industries and societies, a parallel effort is underway to build rules, cooperation and trust that can ensure the technology develops responsibly and benefits more people.

The rapid evolution of AI has also intensified global discussions over how to balance innovation with safety. Dario Amodei, CEO of AI company Anthropic, recently warned that advanced AI could bring serious risks and argued that more time should be given for safety measures to catch up with technological progress. His remarks have sparked debate within the global AI community.

Concerns over the potential risks of new technologies are not new. Throughout history, major technological advances have rarely been halted because of possible misuse. Instead, societies have sought ways to manage challenges through better regulation, responsible application and international cooperation.

The same principle applies to artificial intelligence. Technology itself does not determine the direction of human development. The choices made by its creators, users and policymakers will shape how AI affects society.

This makes global cooperation essential. AI development involves challenges that no single country or organization can address alone. Exchanges among researchers, enterprises and governments can help build a more reliable and sustainable technological ecosystem while ensuring that innovation remains open and inclusive.

At the same time, restricting technological progress could create new divides. The history of technological development shows that unequal access to innovation can widen gaps between countries and communities. Expanding cooperation and sharing the benefits of technological advancement are therefore crucial to ensuring broader participation in the AI era.

China has emphasized these principles in its approach to global AI governance. In October 2023, China released the Global AI Governance Initiative, calling for AI development that promotes benefits for humanity while ensuring security, reliability and fairness.

Since then, China has put forward a series of initiatives to strengthen international cooperation, including the Inclusive AI Capacity-Building Plan, the "AI+" International Cooperation Initiative and the Global AI Governance Action Plan. China has also proposed establishing a World AI Cooperation Organization to encourage dialogue and collaboration among countries.

These efforts reflect China's view that AI governance should be a shared global responsibility and that developing countries should have opportunities to participate in and benefit from AI development.

The future of artificial intelligence will depend not only on technological breakthroughs, but also on how the international community chooses to govern and apply these technologies.
