China is accelerating a new phase of infrastructure development by coordinating six key networks: water, power grids, computing, communications, underground pipelines and logistics.
Unlike past projects planned and built separately, the "six networks" system is designed from the start to share resources and align demand. The goal is to avoid duplication and turn isolated assets into a more efficient system. Officials say this could create a multiplier effect, not just add up individual investments.
The approach addresses some common problems. Computing centers may lack stable green power; power grids may need better digital tools to balance demand; logistics hubs may lack digital support. Better coordination can help solve all of them.
Early results are emerging. In energy and computing, data centers are linking directly to green power projects to cut costs, while computing platforms help grids manage peak demand. In some pilot areas, green power consumption has risen by more than 15%, according to a report by China Media Group (CMG).
In cities, next-generation communications are giving underground pipelines a "digital nervous system" that monitors conditions in real time. Combined with logistics scheduling, maintenance and supply delivery efficiency has improved by nearly 20%, the report said.
In water management, coordination among water, power, and computing networks supports smarter water allocation and hydropower generation, improving both supply stability and clean energy output.
But challenges remain. An official from the National Development and Reform Commission told CMG the main obstacles include inconsistent standards, difficulty coordinating across different entities, and unclear benefit-sharing rules.
To address them, China plans to establish unified technical standards and data interfaces, improve market-based cooperation, and launch regional pilot projects in major city clusters. Successful models could then be replicated nationwide.
