World Space Week kicks off on October 4, and this year's "Rocket Revolution" theme is about more countries and companies gaining access to space.
Europe is developing its own launch capability, while its joint SMILE mission with China shows cooperation remains possible even as nations compete in space.
But cheaper launches raise questions about who controls access to orbit and who benefits from the investment.
