The 2026 Beijing Forum on Swift Response to Public Complaints has just wrapped up. This year's theme: "Digital Intelligence Era and People's City." 

Over the past seven years, Beijing has turned the idea into something real. Nearly 200 million calls have come through a single hotline – one that keeps changing the city, fast. A new call is answered every 1.22 seconds. 

That's how a voice gets heard. And that's how change starts. 

The hotline has reshaped how Beijing is run. It puts people at the center, and makes them the judge of whether it works.
