Convened by the International Science Council (ISC) and the China Association for Science and Technology (CAST), the declaration outlines shared priorities for a global science system that is open, inclusive and cooperative, and that serves people and the planet.
Science as a global public good
The declaration reaffirms that science is a common endeavor of humanity and that its benefits should be shared by all. It calls for stronger international research networks, more equitable access to scientific resources, open science and data sharing, and the protection of scientific freedom and research integrity.
As the international community prepares a new global sustainability agenda beyond the UN's 2030 Agenda for Sustainable Development, the declaration emphasizes the role of scientific knowledge and evidence in policymaking. It also highlights the need for cooperation across countries and disciplines to address interconnected challenges, including climate change, biodiversity loss, food security and emerging technologies.
Responsible AI and public trust
The declaration calls for shared norms and governance frameworks for artificial intelligence (AI) in research, ensuring that its use supports human well-being, sustainable development and the public interest. It stresses the importance of research integrity, transparency, accountability and scientific evidence, while urging international cooperation to prevent AI from widening digital divides.
It also calls for stronger links between science and society through education, science communication and public engagement. Researchers should communicate uncertainty, distinguish scientific judgments from value choices, and work with media and other social groups to make scientific knowledge accessible and useful to the public.
Beijing as a platform for global cooperation
Held from October 19 to 21, the Beijing Science Dialogue brought together more than 1,000 representatives from over 80 countries and regions to discuss science as a global public good, responsible AI, and science, society and trust.
The gathering also highlighted China's role in international scientific collaboration. Beijing's research infrastructure and open innovation environment provide opportunities for scientists worldwide to share data, facilities and expertise. By bringing together researchers and scientific organizations across borders, the dialogue sought to turn shared priorities into practical cooperation.
The declaration calls on the international community to build a more equitable and trusted global science system, strengthening science's contribution to peace, and resilient and sustainable development.
