The grassroots constitute the "nerve endings" of China's governance system and serve as its bedrock. The leadership of the Communist Party of China (CPC) provides the fundamental guarantee for consolidating this foundation. Translating the Party's strengths into every link of primary-level governance is a defining feature of grassroots administration and the core logic for understanding the strengths of China's local governance.
Kangmar, a county in Xizang Autonomous Region, southwest China, provides an illustrative case through its closed-loop mechanism of request submission, task assignment, task acceptance and case closure. This people-centered system reveals how the Party's organizational advantages are converted into governance efficacy via vertically connected primary-level organizations.
Request submission: Responding to public needs
The grid-based organization ensures that people at the very grassroots level can make their demands heard via the request submission system. Full coverage of Party organizations, designed to integrate Party presence into all levels of society, enables direct engagement with people and their concerns. Under this mechanism, grievances emerging from daily life are heard without time or space constraints, overcoming the drawbacks conventional channels have, such as high operational costs, distorted information and delayed response.
Given its vast terrain, sparse population and scattered rural settlements, Kangmar has established a five-tier organizational structure: a county-level grid center, a township grid center, a village grid brigade, a grid Party group and a household liaison unit. By assigning Party members as grid chiefs and grid workers, Party branches extend into communities, making it possible for "one grid to attend to all matters big and small for residents."
Request submission integrates residents' rights to express their views and participate in everyday grassroots governance, offering a vivid demonstration of China's whole-process people's democracy. In addition, grassroots Party members regularly carry out door-to-door visits to learn about residents' needs and advance Party building at their doorsteps. Thus, governance is shifted from passively waiting for public complaints to proactively identifying needs.
Task assignment: Coordinating resources and responsibilities
Task assignment empowers primary-level Party organizations to mobilize resources in response to public demands. The mechanism consolidates functional resources scattered across different administrative departments and matches each demand with the right actor.
Once entered into the system, a request is incorporated into a clear accountability network. From identification and categorization to circulation, task assignment operationalizes the principle of matching authority with responsibility at governance's nerve endings. This resolves the classic dilemma where "those who see problems lack authority to solve them, while those with authority cannot see the issues."

Kangmar has built a "frontline command post" to coordinate police stations, judicial offices and people's mediation committees, embedding these services within grid structures. Governance tasks generated by assigned orders are integrated within grids. Through integrated operation and one-stop service delivery, cross-department collaboration operates at lower cost and higher efficiency.
Digital technology and algorithm-assisted tools support this matching process. More fundamentally, the political authority of Party organizations transcends administrative barriers between departments. The Party is not a separate system outside the administrative structure; it serves as an institutional channel for horizontal coordination. This embodies the Chinese characteristic of Party leadership embedded in primary-level governance.
Task acceptance: Ensuring effective implementation
Task acceptance is far more than receiving assignments. It reflects how cadres stationed on the frontlines bring governance capacity to the grassroots level, testing Party officials' competence in working with the public and demonstrating their sense of responsibility and mission.
The transformation of institutional design into real efficacy hinges on implementation. In accepting tasks, Party officials take the initiative and provide full-process agency services, effectively reducing formalism, buck-passing and evasion of duties. Kangmar prioritizes building its cadre workforce, especially Party members, so they can fully play their vanguard role. In Nanni, a township in the county, Party members, constituting over 80% of grid chief and grid worker posts, work across grid networks, helping turn organizational strengths into response capacity.
Party cadres are assessed based on public satisfaction ratings. They are not merely executors of top-down policy directives; they also serve as organizers, coordinators and responders to public demands. "Where residents voice their concerns, the organization must respond." The political principle of putting people at the center comes alive in tangible governance practice.
Effective national governance and social stability depend in large part on sound governance at the grassroots level. Resolving a request and closing a case is not an endpoint, but a new starting point. Kangmar's closed-loop mechanism reveals a clear governance logic chain: Public demands trigger organizational responses, the Party's organizational network aggregates cross-departmental resources, and cadre deployment plus performance evaluation guarantee delivery.
This framework translates public demands into tangible gains and public well-being, vividly illustrating how the CPC's institutional strengths are converted into primary-level governance effectiveness.
