The fifth plenary session of the 20th Communist Party of China (CPC) Central Committee highlights the CPC's core strengths of self-governance and putting people first, attributes that underpin China's leapfrog development and provide useful governance references for political parties elsewhere, according to foreign analysts.
The 20th CPC Central Committee held its fifth plenary session from Monday to Thursday in Beijing, adopting a resolution on persevering with full and rigorous Party self-governance.
Internal self-supervision and rigorous discipline have anchored the CPC through every historical phase – from revolution, the planned economy era, and reform and opening up to its ongoing advance into the digital age – said Kazbek Maigeldinov, chairman of the Association of China Researchers in Kazakhstan.
"Not every ruling party can proudly say that self-supervision and self-restraint are the cornerstones of its own building," Maigeldinov told CGTN in an interview.
Yet, for more than a century, the CPC has persevered in advancing self-regulation and anti-corruption efforts, a priority underscored prominently at the fifth plenary session of the 20th CPC Central Committee, he added.
It was noted at the session that stronger measures will be taken to improve the framework of Party regulations and institutions, ensure the enforcement of institutions and eliminate hidden rules.
"We must uphold the Party Constitution as the fundamental code of conduct for all Party members, deepen institutional reforms related to Party building, and integrate law-based governance of the country and regulation-based self-governance of the Party, thus providing strong institutional support for persevering with full and rigorous Party self-governance," read the communique issued following the session.
Maigeldinov said China has achieved leapfrog development in recent years and become an economic and tech powerhouse, which would not have been possible without the Party's institutional development and vigorous disciplinary safeguards.
"That will continue to help China achieve greater political and economic development on the international stage," he added.
Maigeldinov also expressed belief that the programmatic, theoretical commitments set out in the communique of the session will surely be translated into concrete outcomes.
The communique also underlined the importance of maintaining the Party's close bond with the people and following the Party's mass line in the new era.
"The Party tolerates no corruption, as it has no special interests of its own besides the interests of the working class and the greatest possible majority of the people," read the communique.
Sergey Gavrilov, a member of the Russian State Duma, the lower house of parliament, said upholding the mass line serves as an important guarantee for the steady advancement of the CPC's plans and the country's pursuit of basically realizing socialist modernization by 2035.
Gavrilov told CGTN that the CPC has fostered a governance system featuring plan-driven guidance and oversight for implementation through long-term practice.
This governance experience not only benefits China, but also offers valuable reference for political parties in countries that seek to serve their people's interests, pursue sovereignty and technological autonomy, and shake off legacies of Western colonialism, he said.
He emphasized that the CPC's strengths of striving relentlessly, serving the motherland and serving the people sustain the delivery of its plans.
That, he added, will also help advance the building of a community with a shared future for humankind and forge a shared sense of responsibility for humanity's development.
