The Hong Kong Special Administrative Region (HKSAR) government on Oct. 29 released a report by the Independent Committee reviewing last November's Tai Po fire, which killed 168 people.
Based on 30 hearings and a review of more than a million documents, the report provides a detailed account of the failures behind the disaster.
The HKSAR government's response is built around accountability and reform.
Political responsibility, criminal liability and administrative accountability are all in focus.
At three press briefings on Oct. 29 and 30, the government also outlined a comprehensive package of reforms aimed at preventing similar tragedies.
Chen Yuan explains how efforts to ensure accountability and drive reform were already underway long before the report was released.
