Poverty remains one of humanity's most persistent challenges. China's success in eliminating absolute poverty by 2020, a decade ahead of the UN's 2030 target, marked a milestone in global poverty reduction. Behind this achievement lay not only broad-based economic growth, but also targeted poverty alleviation policies implemented under the leadership of the Communist Party of China.
Shibadong Village in central China's Hunan Province offers a vivid example. Its per capita annual net income rose more than tenfold, from 1,668 yuan (around $269) in 2013 to 18,369 yuan in 2020. How did a once-impoverished mountain village undergo such a transformation?
The turning point came on November 3, 2013, when Xi Jinping, general secretary of the CPC Central Committee, first put forward the concept of targeted poverty alleviation during a visit to Shibadong. Rather than applying uniform solutions, local officials identified impoverished households and developed assistance measures tailored to local conditions. With support from village Party organizations and work teams, Shibadong developed local industries including rural tourism, Miao embroidery and fruit cultivation. By February 2017, all 533 registered impoverished villagers had been lifted out of absolute poverty. The village's transformation illustrates how strategic leadership can translate into tangible improvements in people's lives.
Yet Shibadong was not an isolated success. Behind such transformations stood the CPC's nationwide organizational network. By the end of 2020, 255,000 resident teams and more than three million officials had been dispatched to poor villages, connecting national policies with local needs. Through the East-West Pairing Assistance Program, nine eastern provincial-level regions provided more than 100 billion yuan in financial and social assistance to disadvantaged regions between 2015 and 2020. Such nationwide coordination helped channel resources and expertise to communities most in need.
Equally important was the CPC's emphasis on accountability. Under a responsibility system involving Party secretaries at five administrative levels, poverty alleviation became a clearly defined political responsibility. Regular assessments and supervision helped monitor implementation and address shortcomings. Together, these mechanisms contributed to China's achievement of lifting 98.99 million rural residents out of absolute poverty under its national standard by the end of 2020.
But poverty alleviation did not end there. Following the conclusion of the five-year transition period in 2025, China's 2026 No. 1 Central Document called for regular, targeted assistance and stronger mechanisms to prevent people from falling into or returning to absolute poverty.
From Shibadong to a nationwide effort, China's experience demonstrates how the CPC has transformed political commitment into coordinated, targeted action. Sustaining these gains will be the next test of that commitment.
