At the 2026 Global Mayors Dialogue in Ningbo, French local government leader Joachim Moyse reflected on a partnership that has lasted 35 years between the sister cities of Ningbo and Rouen. 

“Our job is to build bridges between peoples,” he said, adding that solidarity, friendship and brotherhood underpin this work. In a troubled world, development must prevail, he concluded.
