As city leaders from around the world gather in Ningbo, a major city located in east China's Zhejiang Province, for the 2026 Global Mayors Dialogue, discussions on how technology is reshaping cities are bringing renewed attention to the role of emerging industries in urban development. Among the sectors gaining momentum is esports – an industry increasingly extending beyond gaming into entertainment, cultural tourism and the digital economy.
An ancient Chinese film set might not be the first place you'd expect to find an esports carnival. But Ningbo's Xiangshan Film and Television Town has brought the two worlds together, offering a glimpse of how the city is exploring new ways to connect video games and digital entertainment with cultural leisure, according to China Media Group.
Behind the festivities lies a much bigger objective: to make esports a driving force in Ningbo's digital cultural economy. With a strong private-sector economy, a solid digital industry foundation and a large young consumer base, Ningbo is well positioned to tap into China's expanding esports market. In recent years, the city has stepped up policy support, infrastructure investment and industry partnerships to build a more competitive esports ecosystem.

Policy initiatives have played an important role in laying the groundwork. In 2020, Ningbo introduced an action plan to expand its digital economy, calling for greater development of online gaming, animation, esports and other interactive entertainment industries. In 2022, the city followed up with measures to accelerate the growth of its digital cultural sector, including support for original digital content such as games, animation and film and television productions.
That commitment is now taking shape in dedicated infrastructure. Officially opened in December 2025, the Ningbo Esports and Performing Arts Center covers around 9,000 square meters. As local newspaper Ningbo Evening News reported, the venue's main arena can accommodate more than 800 spectators, while VIP viewing rooms, team facilities and commentary studios provide support for professional competitions and media broadcasts.

The city's efforts also extend to attracting major industry players and nurturing homegrown businesses. By bringing leading esports companies to Ningbo and encouraging collaboration with local firms and internet platforms, the city is working to strengthen its industry influence and develop locally rooted esports events and related products.
From policy incentives to infrastructure and business partnership development, Ningbo is gradually building the foundations of a more complete esports industry. It is looking to turn its existing strengths into new opportunities and establish itself as a more influential player in China's digital cultural economy.
