How do we make sure that power serves the public, rather than the people who hold it? The recently concluded Fifth Plenary Session of the 20th CPC Central Committee reaffirmed the "Three Nos" – officials should not dare to be corrupt, should not be able to be corrupt, and ultimately should not want to be corrupt – as an important strategy for full and rigorous Party self-governance and a fundamental principle in the fight against corruption. "Dare not to be corrupt" makes corruption costly. "Cannot be corrupt" make abuses of power more difficult. And "do not want to be corrupt" aims to make ethical conduct the norm. Three lines of defense. One goal: Keeping public power in check.
