China's science and technology policies are rooted in the fertile lands of its economy, politics and culture with distinctive Chinese characteristics. In 1978, Deng Xiaoping emphasized that science should be included in productivity for development. He set the "Four Modernizations" as the strategic goal of the country's development, which aimed to strengthen the fields of agriculture, industry, national defense, and science and technology in China.
Two years later, the country issued the Regulations on Awards for Inventions, Regulations on Awards for Science and Technology as well as the Patent Law.
In 1982, The Chinese Academy of Sciences established China's natural science fund. During the same year, the first national science and technology development plan - the "science and technology tackling plan" was put into effect.
In 1993, the National Education Commission began to implement the "211" project building 100 institutions of higher learning and a number of key disciplines in the twenty-first century.
