Later the storm will move westward into the neighboring Guangxi Zhuang Autonomous Region and is expected to weaken.
Early on Sunday morning, Hong Kong issued a Typhoon 8 signal, the third-highest warning level, as Pakhar is forecast to skirt within 150km southwest of the region.
All ferry services in Hong Kong were suspended.
The powerful storm, named after a freshwater fish that lives in the lower Mekong River, came just days after Typhoon Hato swept through southern China.
