The video shot by British diver Rich Horner on March 3 shows a sea of plastic and other garbage at Manta Point, a well-known diving site about 40 kilometers (25 miles) from Bali's main island in Indonesia. "Plastic bags, more plastic bags, plastic, plastic, so much plastic!" the diver wrote on his Facebook account. Bali declared a "garbage emergency" amid a sea of waste in 2017. The Indonesian government has pledged to reduce marine plastic waste by 70 percent by 2025.
