CHINESE VICE PREMIER
"I swear loyalty to China's Constitution, to uphold its authority, fulfill my legal responsibilities and be loyal to the country and its people. I will accept public supervision, be dedicated in my work, have integrity and always work in the public interest. I will strive to help build a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful."
Under the massive institutional restructuring plan, the State Council will consist of 26 ministries and commissions, in addition to the General Office of the State Council. Yi Gang, an American-educated economist, is set to succeed Zhou Xiaochuan, the central bank's governor of more than 15 years. The choice of Mr. Yi, a protégé and deputy of Mr. Zhou, almost guarantees continuity in Chinese financial policy.
Other officials endorsed at the plenary meeting were: Wang Yi, Minister of Foreign Affairs; Wei Fenghe, Minister of National Defense; He Lifeng, head of the National Development and Reform Commission; Chen Baosheng, Minister of Education; Wang Zhigang, Minister of Science and Technology; Miao Wei, Minister of Industry and Information Technology; and Zhao Kezhi, Minister of Public Security.
